Public sector and municipalities
A public body does not speak to a target group; it speaks to everyone. That changes the form: the message must be unambiguous, the visuals legible without sound, and the video usable on a waiting-room screen or in a village broadcast. Stricter rules also apply to what is procured and how it is documented.
What the sector demands
- A message intelligible across ages and education levels
- Accessibility — subtitles, contrast, legibility without sound
- Procurement conditions and documented costs
- Reusing one set of materials across web, print and municipal displays
Accessibility is not an extra
Subtitles, adequate contrast and legible type sizes are an obligation for a public client, not a paid add-on. So they enter the video at the edit, not afterwards.
Length follows from that too. A spot destined for a muted screen is built differently from the same spot for cinema.
One shoot, a year of material
Budgets are fixed and approved in advance, so it pays to leave one shoot with a year’s worth of material — video, stills, frames for print, audio for a radio ident.
We therefore archive the material with descriptions and hand it over in a form the institution can draw from on its own.
